Have A Dependent They Need A Uniformed Services Id Card

This ID card is strictly for military family members and retirees.

Whether they want to get on base, go to the military exchange, or use the base gym, theyll need this card. It means they can get on base without a service member, too, so its important to get this card ASAP. It also serves as a health insurance card if youre using the Tricare system.

It does expire, so be sure to keep an eye on the expiration date to prevent any issues accessing base. Your status determines which category youre in as there are seven different categories of cards, too. DEERS staff will explain this to you if needed.

Pre-arrival steps before heading to the DEERS office includes:

  • Completing a signed DD Form 1172-2
  • Filling out eligibility documentation
  • Locating two forms of ID

How To Get Your Military Id Card

To get any military ID card including the CAC, the Uniformed Services ID Card and the Civilian Retiree Card you must be registered in the Defense Enrollment Eligibility Reporting System.

Service members, retirees, DoD civilians and former members have their information fed to DEERS through automated data feeds.

To enroll a dependent or other eligible individual in DEERS, you will need a DD Form 1172-2. You can submit the form through the ID Card Office Online or in person at a RAPIDS site. Use this RAPIDS Site Locator to find a location near you to make an appointment.

You will need to go to a RAPIDS site with your completed DD Form 1172-2 and two forms of identification, including a state or federal government photo ID. Newly married military spouses should bring their marriage certificate. Children under 18 will need proof of relationship to their military sponsor, like a birth certificate, to get their Uniformed Services ID Card. You may require additional documentation depending on your eligibility or circumstances.

After your appointment at the RAPIDS site, youll get your first CAC, Uniformed Services ID Card or Civilian Retiree Card.

It’s also possible that, like with the change for airline passengers, public outcry could cause officials to backpedal and decide to give an exemption for military bases.

For now, however, know that this is the plan: if, like me, your state-issued ID is from one of these states, you’re out of luck in the pass office.

Secondary Identity Source Document List

The secondary identity source document may be a form of ID from the list above, provided it is not the same type. For example, you cannot use two different passports from two different countries as your form of ID.

  • U.S. social security card
  • Birth certificate with official seal Must be an original or certified copy issued by a state, county, municipal authority, possession or outlying possession of the United States
  • ID card issued by a federal, state or local government agency or entity must have photograph
  • Voters registration card
  • Drivers license issued by a Canadian government entity
  • Native American tribunal document

The VA offers qualifying applicants a Veterans ID Card which is different from the VA Veteran Health Identification Card , military retiree card or DoD Uniformed Services cards. VA identification cards cannot be used as proof of eligibility to any federal benefits and does not grant access to military installations.

Who Is Eligible For VIC

You may be eligible to apply for a VA Veterans Identification Card if you meet both of the requirements:

  • The applicant must have served on active duty, as a Reservist, or in the National Guard or Coast Guard
  • The applicant must also have received an honorable or general discharge.

All applicants with other than honorable, bad conduct, or dishonorable character of discharge, are denied a Veterans ID Card. When applying you are required to supply your DD Form 214 discharge paperwork or equivalent.

Its The Real Id Act Of 2005 So Why Now

Washington, D.C., delayed full implementation of this policy for years, but the Department of Homeland Security is now pressuring states to comply with the REAL ID Act. As of 2020, 52 states and territories are fully compliant with the REAL ID requirements. Two states have been granted exemptions until later this year, Oregon and Oklahoma, with American Samoa and Northern Mariana Islands still under review. In 2021, all 50 U.S. states and four of five U.S. territories were considered compliant.

What Are Individuals With Non

Individuals from those states and territories who need to enter into DoD installations must now show an alternate form of identification, such as:

  • Federal Identification Cards
  • United States Passport or United States Passport Card
  • Permanent Resident Card/Alien Registration Receipt Card
  • Foreign passport with a temporary stamp or temporary printed notation on a machine-readable immigrant visa
  • an employment authorization document that contains a photograph
  • ID card issued by Federal, State, and Local Government Agencies
  • S. Coast Guard Merchant Mariner Legacy Cards
  • S. Coast Guard New Merchant Mariner Credential
  • Native American Tribal Document

As such, the VA identification cards cannot be used as proof of eligibility to any federal benefits and does not grant access to military installations. When available, Veterans will be able to request an ID card from VA for a fee. Your drivers license or state identification card can carry a Veteran designation.

If you live or work on an installation, you may find yourself pulling out your military ID card several times a day. Make sure you put your card back into a wallet or badge holder not into a back pocket or thrown on the dashboard of your car.

If you dont live near an installation and only use military facilities a couple of times a year, then you may want to keep your military ID in a safe place at home instead of in your wallet. Store it with other important papers, like passports and Social Security cards.

If a local business offers a military discount with proof of affiliation, you may show your military ID card to the cashier, but for security reasons, never let a cashier photocopy your ID or take it from you.

What Does This Mean

In the DoDs own words, All federal agencies including the DoD must comply with the law regarding the use of REAL IDs for official purposes. Basically, this means that a REAL ID compliant form of identification is necessary for any individual to gain access to all DoD installations, federal facilities or property, nuclear power plants, or when boarding federally regulated commercial aircraft.

New Id Card Standards

Now, due to the REAL ID Act of 2005, in order for ID cards to be in compliance with new regulations, they must have specific security features to prevent any tampering, counterfeiting or attempts at duplication. The new REAL ID Act-compliant licenses must also show its information in a common, machine-readable format.

Your Dd 214 Will Prove Military Service

The easiest way to prove your military service without one of the above ID cards is with a DD Form 214, which is the document that serves as your service record. This is issued to all military members when they separate from military service .

Unfortunately, carrying around a letter-size document is inconvenient. One tip we have received from many veterans is to take your DD Form 214 to an office supply store such as Office Depot, Office Max, Fed-Ex/Kinkos, etc., and ask them to shrink the card to a wallet-size version and have it laminated. This will give you a wallet-sized document that will prove your service.

If you do not have access to the above veterans ID card options, you may still be able to prove your military service in other ways.

Can A Civilian Buy Gas On A Military Base

Most military bases have gas stations and a commissary. However, only service members and their dependents can make purchases on a military base. Military bases also typically have regulations that prohibit service members from making purchases for visitors.

When making a purchase, the attendant should request a valid military ID. Active-duty servicemembers and veterans with valid IDs should be able to make a purchase.

However, civilian employees working on the military base may be allowed to purchase food, beverages, and gas. Civilian employees should receive a government-issued ID, such as a DoD ID card, to present when making purchases on base.

Who Does This Affect

The Pentagon estimates 20 DoD installations across the armed forces are affected by this new policy. But this policy also affects anyone, without a REAL ID compliant form of ID, who needs to gain physical access to a base.

Lets say you need to get a visitors pass because you lost your military ID card and you need to replace it. If your only other form of identification is an ID from a non-compliant state, then you would have to present an alternative form of ID which falls under REAL ID guidelines, or you would have to be escorted on base at all times by a compliant ID holder .

What Are Future Consequences Of The Real Id Act

As of 2020, the Department of Homeland Security is only enforcing the REAL ID act for access to Department of Defense installations, as well as nuclear power plants and other federal properties, but these strict ID guidelines will eventually apply to air travel as well.

Unless the DHS decides suddenly to do away with the REAL ID act guidelines, by May 3, 2023, any non-compliant ID holders will be unable to board a federally regulated aircraft.

The Cac And Other Types Of Military Id Cards

The Department of Defense issues three main types of ID cards:

  • The Common Access Card is the standard ID for active-duty service members, as well as Selected Reserve members, Department of Defense civilian employees and some contractors. The CAC facilitates physical entry to installations and buildings, and logical access to secured computer networks and systems. It also documents your affiliation with the Department for use of military services, programs and benefits for which you may be eligible.
  • The Uniformed Services ID Card is for military family members including military spouses and dependent children over 10 retirees and former service members, members of the Individual Ready Reserves and inactive National Guard. Other military community members also are eligible for military benefits because of their affiliation with the Defense Department including former spouses who have not remarried, 100% disabled veterans, eligible foreign military, Transitional Health Care recipients, and other eligible populations as described in DoD policy. This ID lets you use certain military services and programs.

How Long Are Military Id Cards Good For

Dependent ID cards need to be renewed every four years or when your service member is scheduled to leave the service, what we call Expiration of Term of Service . You can renew them up to 60 days prior to the expiration date. If they expire, they can be confiscated by the gate guards — who also might remind you when your expiration date is nearing.

Family members and survivors of deceased veterans who are age 75 or older, can get a permanent ID card.

How To Get A New Inactive Reserve Id Card

Members of the inactive Individual Ready Reserve need current, valid ID cards in their possession to exercise or receive certain privileges. Individual Ready Reservists will need to show their cards to gain admission to Morale, Welfare and Recreation activities exercise Space Available travel privileges and to make purchases at the exchange, commissary and other base stores. Inactive Individual Ready Reserve ID cards also serve as an eligible individuals medical and dental insurance cards. If these cards are lost or stolen at any time, the Reserve member will need to obtain a replacement from a uniformed services ID card issuing facility as soon as possible.

Arriving early in the morning on a mid-weekday can help reduce wait times. Afternoons and Mondays are typically the busiest days for ID replacement offices.
