Fewer Recruiters Individual Quotas: How The Army Is Modernizing Recruiting

U.S. Army Recruiting Command has faced its fair share of challenges in getting prospective soldiers into boots over the past few years, including the constraints of the COVID-19 pandemic, a shrinking pool of physically and medically qualified Americans and slipping trust in the military among the public.

Despite those factors, the command just barely missed its accessions goals in fiscal 2021, according to data requested by Army Times.

USAREC secured 57,606 active-duty accessions against a goal of 57,500 this past fiscal year, the command said. The shortfall came on the Army Reserve side, with only 11,690 applicants shipping to training despite a target of 15,875.

Although the Army is asking USAREC to do better in fiscal 2022, the command will have fewer recruiters.

But USAREC still thinks it can hit its goal by giving each recruiter their own quota and designated territory to build stronger community connections.

We are reducing our recruiting force size again, confirmed Maj. Gen. Kevin Vereen, USARECs commanding general, during a media roundtable last month. So with that, we have to be…more streamlined and more efficient in how we recruit.

How Do Recruiters Make Money

There is one thing that internal recruiters and external recruiters have in common. Thats who pays them. In all placement situations, the company pays the recruiter, not the candidate. The only difference is that the internal recruiter is paid a yearly salary by a single organization. An external recruiter is paid much differently.

External recruiters do not receive a salary. They receive what is called a recruitment fee or a placement fee. This can take the form of a check or an electronic transfer. Here are some different aspects of this fee:

  • The company always pays the fee, not the candidate.
  • External recruiters typically receive fees from multiple organizations. They refer to these organizations as their clients or client companies.
  • The amount of each placement fee is different. Thats because its based upon the candidates first-year salary. That does not mean the company takes money from the candidate and gives it to the recruiter.
  • Heres an illustration to explain that third point more clearly.

    A recruiter works a search for an automation engineer. The salary for the position is $70,000. As per the agreement that the recruiter has with their client, they will be paid 20% of the candidates first-year salary. So . . . 20% of $70,000 is $14,000. Once the recruiter places that candidate, their client will send them $14,000. Not right away, though. It usually takes 30, 60, or 90 days.

    When You Think You Might Be Ready To Commit

    One aspect of military recruiting some dont think about before they initially say yes to the military? The screening process. Recruits will be asked screening questions that include some variation of the following:

    Have you ever been charged, arrested, cited, or held for any criminal offense? Some versions of this may omit things like traffic stops for moving violations or other minor offenses. Be prepared for this screening process and know that a background check will be performed to make sure you have no outstanding criminal warrants, criminal record, pending proceedings against you, etc.

    Applicants should know that financial responsibility is a prime concern in the militaryif you have outstanding unpaid financial obligations ESPECIALLY in areas of child support, alimony, or other issues you will want to start resolving those immediately and before your background check begins for best results.

    The background check and other procedures leading up to the presentation of your enlistment contract will take a bit of timeif you are in a hurry to join, ask the recruiter about your options to ship out quickly or vice-versa if you feel you need extra time before boot camp.
