Disabled Veterans Reexamination Or Treatment
An employee who has been rated by the Veterans Administration to have incurred a service-connected disability and has been scheduled by the Veterans Administration to be reexamined or treated for such disability shall, upon presentation of written confirmation of having been so scheduled, be granted administrative leave or leave not affecting accrued leave balances for such reexamination or treatment without loss of pay, benefits, or efficiency rating, not to exceed six days in any calendar year.
What Happens To Your Benefits
- As long as you are on paid status , deductions will be taken from your paycheck.
- Upon entering non-pay status, you may continue health benefits by making arrangements with the Division of Human Resources to pay the employee cost of any such benefits.
- Following the leave start date, you will receive a packet in the mail from the Human Resources Leave Management Team which includes:
- A form to waive, change or continue the existing benefits
- A bill with the itemized employee benefit cost and payment schedule and

When Reservists On Active Duty Return From Military Leave
The department must submit a Personnel Leave of Absence form returning the employee from military leave, using the end date given on the official release papers, a copy of which must be submitted with the leave of absence form. If the employee would like to take time off between the release date and the date that marks the end of his or her 90-day notification period, that period of time will be covered by UFs standard leave policy.

If The Employee Earns More At Uf Than In The Military
The employee is entitled to supplemental pay, which should amount to the difference between the employees UF salary and his or her military base pay. Supplemental pay processing requires verification of the employees military base pay. The department can verify the employees monthly base military pay by one of the following methods:
- Contact the employees unit of assignment requesting written verification of military base pay information. The address is on the front of the active duty order. This method can be used prior to the employees departure.
- Obtain a copy of the employees monthly military Leave and Earnings Statement . This will provide a basis for calculation of military pay supplements as directed by UFs Finance and Accounting Payroll Office. The employee likely wont be able to provide this form of verification until after reporting for duty.
The department should submit a Personnel Leave of Absence form marked Extension, accompanied by verification of the employees military base rate of pay to UF Benefits to cover the period of time the employee will be receiving supplemental pay. The UF Benefits office will be responsible for calculating the rate of supplemental pay however, the department needs to enter the supplemental information into PeopleSoft to ensure proper payment.

After The First 30 Days
The employee must provide the department verification of the completion of the first 30 days of active duty. In turn, the department must provide a copy of this verification to UF Benefits. The employees status with regard to supplemental pay will determine what action the department will need to take with regard to the remainder of the employees leave of absence. Please see below for available options and accompanying procedures.
When You Can Request Leave
Military leave can be requested at any time but its up to your chain of command to approve or deny such leave. Some leave is not associated with rest and recreation, morale, or vacationsand as such your chain of command may approve it immediately depending on circumstances. Leave requests may be approved or denied based on mission requirements, staffing levels, and other variables.

Conditions Of Being On Leave
Some sources report that military members are expected to apply for leave in any workday where they are not available for duty. Some of these same sources say service members are expected to be on leave anytime they are away from their duty station .
These sources are technically correct, but sometimes fail to mention that service members may be authorized to report for duty elsewhere while on TDY or PCS orders.
Some military members are authorized permissive TDY in order to go house hunting, but this TDY status is dependent on approval from your chain of command and you may be required to check-in or in-process as a condition of using permissive TDY in this manner. Your command support staff will advise you on the procedures for using P-TDY.
In essence, if you are not traveling or working with authorization on military orders and are outside the local area or not reporting for duty, you should be in leave status or placed upon it.
National Guard State Service
Upon presentation of a copy of the employees official orders or appropriate military certification, an employee who is a member of the Florida National Guard shall be granted leave with pay on all days when ordered to active service by the state. Such leave with pay shall not exceed 30 calendar days at any one time. Such leave shall be counted as administrative leave and shall be without loss of time or efficiency rating.
A copy of the official orders shall be filed in the employees personnel file. Any absence in excess of 30 days may, upon request by the employee and approval by the supervisor, be covered by accrued vacation or compensatory leave.
If not requested by the employee or approved by the appropriate supervisor as vacation or compensatory leave, such absences in excess of 30 days shall be approved as leave without pay.

Pregnancy Or Adoption Credit
You may purchase credit for periods of absence from a TRS-covered position due to pregnancy or adoption prior to July 1983.
To qualify, you must have returned to covered employment with either TRS or State Universities Retirement System for one year or the period you were away from teaching due to pregnancy, whichever is less.
Although it is advantageous to purchase the credit as soon as possible, there is no deadline. Annuitants or members may purchase all or a portion of the credit to which they are entitled, but annuitants may make only one purchase.
How To Request Leave
Every command will have its own procedures for requesting leave. It may involve a paper or electronic leave request form, sometimes called a leave chit. The command will then approve or deny the leave request.
The service member must be sure to notify the command when beginning their approved leave, often called checking out on leave and when returning from leave, checking in. The policies and procedures for checking out and checking in vary between commands and may include being physically present, telephonic or electronic notification.

If The Employee Earns More In The Military Than At Uf
Employees who earn more in the military than at UF may use accrued vacation, sick, and compensatory leave to cover the cost of benefit premiums or in any amount up to the equivalent of the employees regular rate of UF pay after the first 30 days of pay. They are not eligible for any supplemental pay from UF. A Personnel Leave of Absence form marked Extension should be submitted to UF Benefits.
Vacation and sick leave will accrue from the certification process. If the employee is using intermittent leave or leave without pay, UF Benefits will manually adjust biweekly leave accruals to ensure that full accruals are credited to the employee.
If the employee runs out of leave or chooses not to use it, the employee shall be placed on leave without pay following the first paid 30 days of the military leave. While on military leave without pay, the employee retains the same rights and privileges as an employee who is on any other type of leave without pay, and will continue to earn full vacation and sick leave accruals and holiday pay.

Probation Period Extensions And Experience For Deep Class Range Changes
Per Government Code section 19773, and consistent with applicable laws, rules and regulations, employees serving a probationary period shall serve the remainder upon return to the position for which they were serving probation.
An employee who is returning from a military leave will have his/her service in the armed forces credited as experience toward meeting minimum qualifications for examinations and deep class alternate range criteria movement on exactly the same basis as if the employee had remained in the position held at the time he/she went on the military leave. Any criteria that requires completion of an apprenticeship program is not included in this allowable movement.

Types Of Military Leave
State civil service employees are entitled to receive their state salary for the first 30 calendar days, including weekends, while on long-term or short-term military leave for active duty, provided they meet the qualifying service criteria for the military leave taken.
Payments for the first 30 calendar days are per fiscal year. The actual amount of payment to which the employee is entitled depends on whether active duty is for more or less than 30 calendar days and whether the employee has already been paid a portion of the 30 calendar days in the same fiscal year. Employees may not receive more than 30 calendar days of pay in one fiscal year. Information regarding active duty crossing two fiscal years is addressed below. Employees on military leave who elect to use leave credits to cover all or part of their military leave are subject to similar treatment as others on formal leaves of absence, such as FMLA, therefore, California Code of Regulation, title 2, section 599.785 is not applicable.
Short-Term Military Leave
Employees who receive active military duty orders for six months or less are entitled to 30 calendar days of pay. In order to qualify for payment, the employee must have at least one year of state service or a combination of active military service and state service equivalent to at least one year of service immediately prior to the effective date of the active military duty orders.

Short Term Leave For Military Service
Students currently serving in the US Armed Forces may be called to active duty or be required to fulfill reserve military obligations for periods shorter than 30 days. In recognition of the fact that such service is mandated by state or federal government authorities, absences for these duties shall be considered excused absences and shall be accommodated by the CSU campus. This means that the student shall not be penalized for the absence.
The instructor will provide the servicemember with reasonable alternative arrangements and due dates to complete coursework missed due to mandatory military service. Examples of alternative arrangements may include:
- Rescheduling exams and quizzes
- Offering online opportunities to participate in class
- Establishing alternative dates, times, or modalities for presentations
- Offering independent study options to complete course requirements
Coursework submitted by the revised deadline shall not incur a reduced grade penalty.

Cost: Most Basic Requests Are Free But It Depends On The Discharge Date
Free if Discharge Date is LESS than 62 years ago:
Generally there is no charge for basic military personnel and medical record information provided to veterans, next of kin and authorized representatives from Federal records.
Some companies advertise DD Form 214 research services and will charge a fee for obtaining copies. This is provided as a free service by the National Archives and Records Administration.
Costs for Discharge Dates MORE than 62 years ago:
There is a fee for records that are considered “Archival,” which depends on the discharge date. If the request is made 62 years after the service member’s separation from the military, the records are now open to the public and subject to the public fee schedule . This is a rolling date, the current year minus 62 years. Learn more.
These archival requests require the purchase of the COMPLETE photocopy of the Official Military Personnel File :
- A routine OMPFs of 5 pages or less: $25 flat fee
- A routine OMPF of 6 pages or more: $70 flat fee
- Persons of Exceptional Prominence OMPF: $.80 cents per page

Military Leave Between Two Fiscal Years
State civil service employees are entitled to receive their state pay for the first 30 calendar days of active duty, regardless of whether the military leave overlaps two fiscal years. Payment is not restricted to the portion of the military leave of absence that falls within the current fiscal year when the orders for active duty overlap into the following fiscal year .
When active duty covers two fiscal years, the employee is entitled to his or her state pay for the first 30 calendar days, which is accounted for in the fiscal year in which the active duty commenced. The grant of the 30 calendar day entitlement is not apportioned between the two fiscal years even though the military leave extends over two fiscal years. Accordingly, the first grant of 30 calendar days is credited to the first year in which the leave commenced. In the event that active duty overlaps two fiscal years, the employee would then be entitled to an additional 30 calendar days of paid leave in the second fiscal year if she or he returned to work and thereafter was ordered to active duty in the second fiscal year.
The initial date of active duty determines which fiscal year the military leave entitlement is charged against. For example, if an employees active duty begins on June 30, 2016, and ends on July 30, 2016, the employee would be entitled to 30 calendar days of pay all of which would be charged against the 2015-16 fiscal year.
Sick Time Is Not Military Leave
If you get the flu, or other typical illnesses a worker might experience, you will be required to report to Sick Call to be diagnosed and the doctor may put you on restricted duty in some cases or order you to stay home in other cases.
Neither of these two scenarios require the patient to take military leave. Being put on quarters or being restricted to quarters as part of the doctors treatment regimen is not considered being on leave nor is it charged to your unused leave balance.
Can You Buy Back Time With No Interest
There is an interest free grace period of two years. If your military service was before your federal career, the grace period generally starts the day you were hired under FERS or CSRS.
Interest is accrued once a year so technically, if you paid the deposit for your military time right before the third anniversary of your federal hire date you can probably get by without paying any interest on your time.
However most of the federal employees Ive talked with were not even aware of this grace period. Or they just didnt understand how big a benefit it is to buy back their prior military service. And by then, the grace period had long since been over.
