While theres a lot of helpful and reliable information about life in Japan as a foreigner available, military-specific answers are sometimes more elusive.
While there are certain things that are true of everyone who moves to Japan like discovering the high-tech toilets or rampant politeness coming here on military orders places you in a special subsect of foreigners whose rules and experiences are unique.
One thing that I think most gaijin do quite a bit, particularly right before and after their move, is research how to do things online. Since moving Yokohama in 2014 with my husband, who is stationed in Yokosuka, Ive found that while theres a lot of helpful and reliable information about life in Japan as a foreigner available, military-specific answers are sometimes more elusive.
I remember when I had to open a bank account here. In Japan, you must open an account near your home, and every bank I went to didnt know how to deal with my military ID because I live far from base, where the rules for military visas are less known.
Wheres your residence card? they kept asking.
My non-military friends thought it was hilarious. With a more common visa and residence card, opening a bank account here is pretty straightforward, so my difficulty seemed absurd. I Googled with all my might, but couldnt find much, and instead spent about a week pleading for an account in my clumsy Japanese at too many banks to count.
Shipping Car To/from Hawaii And The Mainland
If shipping to or from the Hawaiian Islands, youll probably want to bring your car with you. Its a gorgeous place with a ton of fun destinations and attractions, so having your own ride is a big plus. If youre headed back to the mainland, youll need to connect with a specialized auto shipping company. Members of the military are permitted to ship one car to or from HI.

Payment By Government Or Yourself
Car transport for military members works a lot like civilian shipping. However, the main difference is that the government may cover the cost.
- OCONUS: If youve received PCS, you may opt for government-paid transport. This is typically limited to one POV. If youre headed outside of the continental US this generally means anywhere outside of the contiguous 48 states, plus Alaska, Hawaii, Puerto Rico, and Guam then you usually dont have to pay out of pocket for one auto.
- CONUS: If you currently reside in the continental US and are being stationed in CONUS, then the military usually doesnt pay for vehicle hauling. There are exceptions to the rule. Also, if you need to ship more than one car, then youll need to pay for it yourself.
Have a recreational or oversized vehicle? The government generally does not cover transport fees. Military members are known for their love of custom autos, and so youll need to work with a shipping expert that has the know-how to properly ship your ride.

The Japanese carriers I checked with about unlocked phones wont use American-made phones. I bought a new phone when I got here, as do most people. I know some people stay away from smartphones, but I think its best to get one. Having GPS makes it really easy to navigate the trains and find your way around, even as a newcomer, so that will help you make the most of your time here.
Transportation Of Privately Owned Vehicles
Military members can ship POVs in conjunction with many overseas assignments . The military services can apply restrictions on this entitlement. For example, for assignments to Korea, military members must be “command sponsored” , or must be in the grade of E-7 or above, in order to ship a vehicle.
Members may also be authorized shipment for a replacement POV during any 4-year period, while assigned overseas.
Members have also authorized mileage reimbursement when driving the vehicle to the authorized port for shipment, and when picking up the vehicle from the authorized receiving port.
There is only limited authority for POV shipment within CONUS. Shipment within the CONUS is authorized only when medically unable to drive, homeport change, or not enough time to drive.

American Auto Shipping Terms And Conditions
1. I hereby agree to the transport terms provided by American Auto Shipping. I authorize a small down payment to be paid to American Auto Shipping via a credit or debit card or check by phone or mail. I further understand that any remaining balance is due on delivery and that it must be paid in full via cash, money order, or a certified check to the authorized transporter.
2. While every effort will be made to confirm a driver for the estimated date above, no guarantee of pickup or delivery date can be made. Delays may occur due to carrier schedules, mechanical failure, inclement weather, acts of God, among other unforeseen circumstances. American Auto Shipping will not be responsible for any charges or liabilities incurred due to delay of pickup or delivery. This includes but is not limited to airline tickets or rental car fees. The client will be given the carriers schedule at the time of dispatch. The only exception to this is our Concierge Auto Transport Service which includes a Free rental car if it takes longer than 14 days from pickup to delivery.
9. Contracted carriers provide door to door transport as long as the truck driver can physically reach the pick-up and delivery addresses. If access to the pickup or delivery location is restricted by narrow streets, low-hanging trees or tight turns, the driver may ask that you meet the truck at a large parking lot nearby, such as a grocery store.
What Do The Acronyms Mean
Shipping a car when you are in the military requires that you understand a lot of different acronyms. This is a big part of military life in general and these acronyms follow you into the car shipping reality as well.

- POV- Privately Owned Vehicle
- TO- Transportation Office
All of these acronyms might come into play when you are planning to move your car to your new location while you are in the military so you will need to be prepared to see them and know what they mean.

Privately Owned Vehicle Shipment Between Two Permanent Duty Stations Within The Continental United States Frequently Asked Questions
If a Service member and his or her dependents have two POVs, and the Service member ships one POV and drives the other one, reimbursement for the cost of shipping the POV is the actual cost incurred. This is limited to the difference between the cost of the Service member and all dependents traveling non-concurrently in two POVs and the cost of the Service member and all dependents traveling together in one POV. The Service member is responsible for any costs not reimbursed. See JTR, par. 052902, for eligibility to ship a POV between PDSs in the CONUS.

Scenario: A Service member, spouse, and two dependents are traveling across the CONUS on a PCS move. The cost to transport a POV is $1,500. The standard CONUS per diem rate at the time of travel is $149 . The official distance between authorized points is 2,665 miles. The MALT rate is $0.20 a mile.
Step 1: Construct the cost for the Service member, his or her spouse, and two children traveling together in one POV.
Calculate the travel time between the two authorized points.
2,665 ÷ 350 = 7, remainder 215 215 is greater than 51, add 1 travel day
8 travel days
Add the MALT to the total per diem.
Calculate the difference between the cost of driving both POVs with the cost of driving one POV .

Military moving presents any number of issues at any given time. While the average number of cars per family in America has decreased over the past 10 years, there are still many military families that own two or more vehicles. So how do military families move multiple cars to the next duty station in the most cost-efficient and stress-free manner?
The Surface Deployment & Distribution Command oversees all moving regulations and has a host of information on their website. Most of it regarding Privately Owned Vehicles is for those authorized a government shipment of their vehicle overseas.

What We Need To Ship Your Vehicle
We know that the Military will ship your first car free of charge. So to ship your second private car as part of the military, you must provide the following:
- Copy of your orders
- Your original title, if there is no lien on the title at time of shipping
- If you have a lien, you must get a notarized letter of release from the financial institution who is the current lien holder, along with 3 notarized copies of the front and back of the title.
- A notarized bill of sale, if you have recently purchased the car
- A copy of your passport picture page

Wash And Clean Out Your Vehicle Before Shipping
Before you turn in your car please make sure to wash the exterior and remove all personal items from compartments, doors, trunk, and under and in between the seats. This also means removing all accessories not permanently installed this includes: all loose audio/video/navigation equipment, any liquids or pressurized cans, any flammable, combustible, or hazardous substances and citizen band radios.
Once all items have been removed from inside, it is required that the interior and the trunk of the vehicle be vacuumed clean. If the interior of the vehicle was cleaned/shampooed , it had to have been done at least 14 days prior to shipment to allow the vehicle to dry completely.
Also, please do not forget to remove all air fresheners and/or any items hanging on your rear view mirror.

Vehicle Registration For Eu Citizens
Since by this point your car has been passed by German Customs, your car should meet all safety standards. Take your car to the local DMV. Youll need to bring your German Customs Clearance info, proof of residency, Bill of Sale, and the original license plates. Ship Overseas Inc. does not provide any guidance at this point.

Can I Still Work
Yes! There seems to be a myth among military spouses that its impossible to find work in Japan. Dont worry its not. I wasnt worried about much when moving here, but the work issue was huge. I was a journalist in the US, and moving to a country where I didnt speak the language didnt bode well for my writing career. DOD Updates: Exciting news, the Army has created an app called Digital Garrison to connect you to your new installation, what is happening at that post, and in the community. They also have an Army PCS Move app to find resources and information. The Navy has an app called My Navy Family with information about PCSing, Housing, etc. These apps are easy to use and good as a quick reference.
The Marine Corps has a new MARADMIN 289-14 which changes how alcohol shipments happen. Previously, alcohol couldnt be moved with Household Goods. Now they can be included.
A great new tool is the Inconvenience Claim factsheet on Move.mil. This explains what is covered, how it works, and it is easy to read and understand.
What are the requirements for shipping a vehicle? Is it only for OCONUS?
Just like with Household Good shipments, its important to start with a current set of orders and look at the entitlements. Generally, shipping vehicles are for overseas duty stations. But there are times when service members can ship a vehicle within the lower 48 states. It can be for medical reasons, new trainees, or sometimes for DoD civilians. But usually we are referring to shipping vehicles overseas.

What To Do If My Car Arrives Damaged
So, if the unlikely event of getting your car damaged during the move with the Army has happened? You can claim the compensation on the spot.
